It works, but you can't get in-game, so don't get your hopes up. You get message "Your account is locked" when you login. No other pass gets the same message though. This pass is legit.
Try it yourself. You get "Invalid Password" message when you login with another password.

Note: You'll only successfully login (i.e. get past the lock-out phase) when you access their server from Jagex's internal network. Accounts logging in to a JMod acc from outside of their network are considered unauthorized and get the "account locked" message.
It's cool that the pass was leaked, mainly 'cause the JMod used the same password for RS and a fansite, when their own game advises against that practice. It doesn't matter though, since the login locks-out any unauthorized users.
